They are called Omikuji. The paper strips tell your furtune. Traditionally in Japanese temples you had to shake a small box until a small bamboo stick fell out. The stick had a number on it and according to the number you were given an omikuji by the priest or miko. Today more common are boxes that are located somewhere on the temple or shrine ground. For a small fee you can draw one of the paper strips yourself. On this strip is written, if you are very lucky oder not at all, of course in Japanese. The best fortune that you can get is 大吉 (dai-kichi), a great blessing. If you miss the good fortune, you leave the paper strip behind. Traditionally they were tied around the branches of a pine tree.
